Analysis: Representatives of the NFL Players Association approved the comprehensive new policy Friday that includes implementation of testing for HGH and an increase in the threshold for testing positive for marijuana. Welker was suspended four games for amphetamine use in the offseason, but punishment for that is being switched from the performance enhancers policy to the substance abuse program - except for in-season violations.

Analysis: ESPN reported the violation had to do with amphetamines. The Broncos didn't immediately return a message from The Associated Press requesting comment Tuesday. NFL Media reported Welker was notified Tuesday he had lost his appeal, which was heard two weeks ago.

Analysis: Welker's concussion was his third in 10 months. He got hurt on a hard hit from D.J. Swearinger that prompted Peyton Manning to swear at the swaggering safety.
